Brumby’s nightmare – a Cth bill to stop his pipeline
Posted by Dave Bath on 2008-12-22
It looks like the Water Amendment (Saving the Goulburn and Murray Rivers) Bill 2008 bill, currently under inquiry will be giving Joh Brumby nightmares … because it prohibits water being taken from the Murray Darling and unless there is a loophole, Brumby’s pet North/South pipeline will be contrary to this bill.

Good one Senator Birmingham, Liberal, SA. How often does a Lib SA senator introduce a bill that makes progressive Victorians jump over the moon?
The amendments to the Water Act 2007 seem pretty straightforward, and hopefully I’ve not trimmed any loopholes out of the following excerpts:
At the end of section 21
Basin Plan not to permit taking water for additional uses outside Basin
(8)The Basin Plan must ensure that no water is taken from Basin water resources for use outside the Murray-Darling Basin unless, prior to 3 July 2008, water would have been taken from Basin water resources for that use.
(9) The Basin Plan must not permit:
(a) the construction or operation of water infrastructure; or
(b) work in the nature of a river flow control work;
if the primary purpose of that construction, operation or work is to enable water to be taken contrary to subsection (8).
At the end of Part 12
257 Prohibited water infrastructure operations
(1) An infrastructure operator must not:
(a) construct or operate water infrastructure; or
(b) undertake work in the nature of a river flow control work;
if the primary purpose of that construction, operation or work is to enable water to be taken from Basin water resources for use outside the Murray-Darling Basin.
- "How to bury a parliamentary inquiry – delay reporting" which explores some of the dodginess of the Victorian government to delay release of the report on the "Melbourne’s Future Water Supply Inquiry", which would be grossly embarrassing because the submissions and the transcripts of evidence essentially indicate no real persons (except for government mouthpieces and companies that will benefit from the construction) like Brumby’s pipeline and desal plans.
