Conroy and the Australian Concept Management Authority cannot get angry at me for linking to Google, can they?
So… I’ll link to the Google Cache of the relevant page…. and there are snippets just pulled out over the fold.
If Conroy takes on the might of Google, it will be an interesting and educational fight!
So… go to google, enter the search terms and add the magic extra term as follows " +site:wikileaks.org ", then click on the cached version rather than attempt to go directly.
I’ll probably nut out an idiot guide for the way-back machine and let you know (useful if the google cache isn’t available)… or you can add a comment yourself

Here’s the stuff about Thailand:
Every blocked site has the internally noted reason of “lese majeste” — criticizing the King — however, it is obvious that many sites were blocked for quite different reasons. It would appear, in fact, that the judiciary did not examine most sites before issuing orders but instead rubber-stamped government requests.
A total of 860 YouTube videos have been blocked, far in excess of the blocking conducted by The Official Censor of the Military Coup; a further 200 pages mirroring those videos are also blocked. Curiously, Hillary Clinton’s campaign videos, and 24 Charlie Chaplin videos are also on the censorship lists.
Although we have not yet found the opportunity to examine each website censored, an eclectic mix of censorship has been revealed resulting in overblocking of many benign webpages.
Along with the obligatory YouTube videos and their mirror sites alleged to be lese majeste in Thailand, numerous blocks to Thai webboard pages, particularly at popular discussion sites including Prachatai (45 separate pages) and Same Sky (56 separate pages). Of course, all webboards in Thailand, including those just mentioned, moderate discussions and self-censor to avoid closure. It is interesting that Thai bureaucrats still find reasons to censor.
Also blocked are weblogs referencing Paul Handley’s unauthorised Biography of Thailand’s King Bhumibhol, The King Never Smiles, and its translation into Thai along with Thai Wikipedia entries.
The webpages of respected Thai Buddhist social critic, Sulak Sivaraksa who is currently on bail for his fourth accusation of lese majeste, and Matthew Hunt, respected Thai journalist, anticensorship activist and FACT signer, are also blocked as are pages of the respected international newsmagazine, The Economist.
And the following is the ACMA reply to an email from Wikileaks, again, sourced a few minutes ago from the Google cache:
What follows is the emailed reply from ACMA, agreeing to the censorship request. At no stage did the Australian government contact Wikileaks.

Dear *******I refer to the complaint that you lodged with the Australian Communications and Media Authority (ACMA) on 19 February 2009 about certain online content.
Following investigation of your complaint, ACMA is satisfied that the Internet content specified in your complaint is hosted outside Australia, and that the content is prohibited content or potential prohibited content as defined by Schedule 7 to the Broadcasting Services Act 1992.
The Internet Industry Association (IIA) has a code of practice (http://www.iia.net.au/index.php?option=com_content&task=view&id=415&Itemid=33) for Internet Service Providers (ISPs) which, among other things, sets out arrangements for dealing with such content. In accordance with the code, ACMA has notified the above content to the makers of IIA approved filters, for their attention and appropriate action. The code requires ISPs to make available to customers an IIA approved filter.
On this occasion ACMA has also referred the matter to the appropriate law enforcement agency.

Conroy is saying it’s not the real list, but that’s largely beside the point, isn’t it?
Consider how quickly the list got around.
Can you realistically punish every individual who either shared the list or accessed the listed sites?
Can you measure or control the effect of supplying a list of this kind to people who otherwise might not be aware such stuff exists, let alone how or where to find it?
Can you prevent people from inventing and distributing fake lists which might never have occurred to them had the subject never been raised?
Can you realistically expect damage control noises to work when everything you’ve said to date has been instantly, and widely, dismissed as gibberish?
Can your claim to water tight control of the list be sustained when you have to concede that there are similarities between the real and fake lists?
Can you expect people to accept what you say, given there are very good reasons we have the saying ‘he would say that, wouldn’t he?’
Can you successfully kid yourself that your problems and embarrassments will end sometime soon?
Conroy’s biggest challenge is not the number of sites he’s trying to deal with, but the number of people he’s up against. Given one ant, or one bee, he might have stood a chance, but he’s taken on a colony.
